Bitcoin Core Maintainers as a single point of failure

If someone hypothetically wants to take Bitcoin down and they imprison/murder the half a dozen or so people who have to sign every merge commit, although the Bitcoin network wouldn't be immediately affected, it would at least prevent new releases being made (which might one day prove fatal to Bitcoin). What would/could be done in this event? Would the Bitcoin dev community "vote" in some way for new maintainers and then ask Github to revoke the privileges of the dead/imprisoned ex-maintainers and grant new privileges to the new ones? Could they even do that without any of the existing/trusted PGP keys being known?
